Priority for Women Victims of Domestic Violence in Bolsa Família: PL 3.324/2023

The Senate Social Affairs Committee has approved a proposal that prioritizes the inclusion of these women in the Bolsa Família program, with the aim of strengthening the social protection network and promoting their rehabilitation and reintegration into society.
On Wednesday, May 22, the Senate Social Affairs Committee (CAS) voted on Bill 3.324/2023. This bill proposes including women in situations of domestic and family violence among the priority beneficiaries of the Bolsa Família program.
Bill 3.324/2023, authored by Senator Zenaide Maia (PSD-RN), has the favorable opinion of Senator Leila Barros (PDT-DF). The text of the bill establishes that women victims of domestic violence and their dependents should be included as a priority in the Bolsa Família program, if they need the benefit.
The measure is part of a broader effort to strengthen the social protection network and offer resources that can help rehabilitate and reintegrate these women into society.
However, this news denounces a harsh reality: many women still face difficulties in obtaining job opportunities and fair wages, often finding themselves in a situation of financial dependence on men.
Despite being a temporary solution, in a process of women gaining a voice and greater participation, as well as fair and equal opportunities and salaries, this type of project is crucial. It aims to remove women from the emergency situation of domestic and family violence. It is important to emphasize that this initiative should not be seen as yet another form of dependency, but as an emergency resource to help these women get back on their feet.
The woman of the future is already emerging, carrying with her not only creative power and intellectual resources, but also the support and strength needed to create a future in which everyone, without exception, has a say.
The bill is an excellent initiative, but it should be considered just another support network in emergency situations. We mustn't forget the greater purpose: to guarantee the freedom to come and go, to choose whether or not to remain in certain situations, and to accept or reject certain conditions. Even if it's a mental freedom, knowing that you have a choice.
Therefore, Bill 3.324/2023 represents a significant step forward in protecting and supporting women in situations of vulnerability. It offers an emergency mechanism so that these women can find the support they need to get back on their feet and rebuild their lives. However, it is essential to continue fighting for equal opportunities, fair wages and the elimination of the financial dependency that often perpetuates domestic violence. True freedom lies in the ability to choose and the security that support is available for all choices. The project is an important step forward, but it must be part of an ongoing and comprehensive effort to guarantee the autonomy and dignity of all women.
